    Program Summary: The Village of Cazenovia CSC Task Force includes representation from the village board, village DPW staff, the local climate advocacy organization, and the local community development organization. These individuals represent key stakeholder organizations and will be well positioned to leverage community support and resources. The task force began regular meetings this year.

    Program Summary: The Village of Cazenovia appointed trustee David Porter as the CSC Coordinator. David has been a member of the Village of Cazenovia Board of Trustees since 2010. Dave is a licensed professional engineer in the State of New York and is also a Certified Energy Manager (CEM) and a LEED Accredited Professional for building design and construction (LEED AP BD+C). He has a strong interest in sustainable design and energy conservation and has be a leader and advocate for village participation in programs that support those two areas of local and national importance. The responsibilities of the coordinator position include: scheduling and facilitating task force meetings at least quarterly to discuss projects and initiatives; ensure any reporting requirements are met (for example, annual benchmarking); work with partners to complete annual report; support efforts to set priorities and identify funding for projects.

    Program Summary: The village collaborated with the Town of Cazenovia to prepare a joint town/village climate action plan. In addition, the village has partnered with United Climate Action Network, a local organization that advocates for environmentally sustainable policies and engages with businesses, schools, and other local community organizations to advance environmental literacy and sustainable practices. In 2019, the village appointed a village trustee as official liaison to this organization. This is evidenced on page 5 of the attached meeting minutes.

    PE2 Action: Government Operations Climate Action Plan

    Program Summary: The Village of Cazenovia partnered with the Town of Cazenovia in 2015 to adopt a Climate Action Plan that included both Community and Government Operations. Page 5 of the report describes the broad level of input that was provided by the public and local stakeholders. The report was adopted by the village board (see attached minutes) and released to the public through the CNY Energy Challenge website: https://www.cnyenergychallenge.org/clmate-smart-communities Page 5, paragraph 3, of the 2015 Cazenovia Climate Action Plan states: "The committee agreed on a goal to reduce overall greenhouse gas emissions by 20% by the year 2025 from the GHG inventory baseline years for the town (2010) and village (2011) " This target applies to emissions from village government operations (not just from the community as a whole).

    PE3 Action: Government Building Energy Audits

    Program Summary: In July 2017, the Village hired SmartWatt to conduct an ASHRAE level 2 investment grade audit which included the streetlights, village hall, fire hall, and public works building. This covered 23,888 square feet of space out of the total village building portfolio of 29,504 square feet, or 81%.

    PE3 Action: HVAC Upgrades

    Program Summary: In December 2018, the Village: removed the existing 2 ton split cooling system at the Fire Hall and replaced it with a new Luxaire 2 ton split system; removed the existing 7.5 ton split cooling system at the Fire Hall and replaced it with a new Luxaire 7.5 ton split system; removed the existing low efficient Peerless boiler at the Fire Hall and replace it with a new 95% efficient Bosch Greenstar floor mounted boiler; and removed two existing Carrier rooftop heating and cooling units at the Village Hall and replace them with two new Luxaire rooftop units.     PE3 Action: Benchmarking - Municipal Buildings

    Program Summary: In 2017, the village adopted benchmarking policies and procedures and received credit for this under the Clean Energy Communities program. The Village has provided updated benchmarking data on the village website (http://villageofcazenovia.com/public-works/) for 2016, 2017, 2018, and 2019.

    Program Summary: In January 2016, the village completed a Solar Feasibility Assessment Report in cooperation with the CNY Regional Planning and Development Board.

  • 5. Use climate-smart materials management.

    PE5 Action: Residential Organic Waste Program

    Program Summary: The village of Cazenovia has a yard waste curbside pick up program that occurs twice per year over a few weeks in the spring and fall. Limbs must not be more than ten feet (10’) in length and no larger than 6 inches (6”) in diameter. Brush and limbs are to be kept separate from leaves. It is also requested that leaves, brush and limbs be placed next to the curb and not in the street where they could clog storm sewers. The yard waste is picked up by a village public works staff person using a village pick up truck. Evidence that the program is active is included on page 7 of the attached minutes. This program avoids individual trips by residents to the transfer station.

  • 6. Implement climate-smart land use.

    PE6 Action: Unified Solar Permit

    Program Summary: The Village of Cazenovia adopted the Unified solar permit under the Clean Energy Communities program.

    PE6 Action: Infrastructure for Biking and Walking

    Program Summary: In 2016, the Village of Cazenovia supported local efforts to provide additional bicycle parking and improve signage for biking and pedestrians. The bicycle parking project was coordinated by the Cazenovia Area Community Development Association (CACDA). The bike racks were installed by the village public works at various locations on village property. Photos are attached. In 2015, the signage project was also coordinated by CACDA. The initiative called GoCaz.com was designed to inform the public of the many trails that converge in the village and can be used to safely walk and bike between key locations.     PE6 Action: Alternative-fuel Infrastructure

    Program Summary: In March 2017, the village installed an EV charging station for public use in Lakeland Park in the village. This was a Clean Energy Community Action Item. and is documented in the attached press release and clean fleet certification form.     PE7 Action: Climate Adaptation Plan

    Program Summary: The Cazenovia Climate Action Plan includes specific adaptation strategies and actions that are highlighted under the Transportation, Energy Efficiency, Waste, and Natural Resources Categories. There is also a separate section of the plan for additional adaptation strategies (p.44). The Climate Action Plan advisory committee included representation from the town and village and many local organizations. Members of the committee are listed on page 3. The Climate Action Plan underwent public review and was adopted by the village board.

  • 8. Support a green innovation economy.

    PE8 Action: Farmers’ Markets

    Program Summary: The Village of Cazenovia has hosted a farmers market in village-owned Memorial Park for well over a decade. The market is held every Saturday from May 9 through October 25.     Program Summary: On April 21, 2020 an event titled "Healthy Homes, Healthy Planet with Heat Pumps was scheduled to take place at the Cazenovia Public Library but was moved to an online webinar due to the Covid-19 crisis. This event was hosted by HeatSmart CNY and was endorsed and supported by the Village of Cazenovia through a municipal resolution passed on March 2, 2020 and through assistance with outreach.
